봄의 혁명을 기다리며 미얀마 군부 쿠데타 3년차, 군부독재 종식, 수감된 민주인사 즉각 석방해야!
지난 2021년 2월 1일 이후 미얀마 군부 쿠데타 3년차를 맞고 있지만, 국가비상사태 선포 이후 미얀마 군부의 일반 시민들과 反군부 저항세력에 대한 유혈 강경 진압은 계속되고 있다. 미얀마 군부는 국제법을 무시하고 민간인을 표적하여 무차별적인 포격, 공습, 처형, 고문을 그치지 않고, 마을 전체를 불태우는 행위도 서슴지 않고 있다.
2021년 2월 이후 현재까지 군대와 경찰의 폭력으로 최소 2,940명이 숨졌고, 체포된 사람은 17,572명에 달한다.(AAPP, 2023.1.31. https://aappb.org/) 120만 명의 미얀마 국민이 삶의 터전을 잃었고, 최소 7만 명이 타국으로 이주했다. 반체제 인사에 대한 사형도 집행됐다. 또한 국제사회의 합의 권고에도 미얀마 군부의 광범위한 권력 남용과 잔학 행위는 멈추지 않고 있다. 그럼에도 불구하고 미얀마 민중들은 미얀마 민족통합정부(NUG)를 중심으로 저항을 이어가고 있다.
국내에서도 미얀마 민주주의를 지지하는 한국시민사회단체모임, 미얀마 민족통합정부(NUG) 한국대표부, 미얀마 민주주의네트워크 등은 미얀마 군부 규탄 시위를 진행하고 있다. 광주는 매월 미얀마인들과 미얀마광주연대, 시민들을 중심으로 미얀마 민주세력에 대한 지원과 연대를 이어가고 있다.
2년 전 군부가 선언·연장해 온 국가비상사태는 1월 31일부로 종료됐다. 하지만, 군부는 장기집권 구조를 만들고 새로운 선거법을 1월 27일 발표했다. 소위 테러리스트 집단으로 분류한 정당과 후보의 입출마를 금지했고, 2020년 총선보다 10배 강화된 기준으로 민족민주동맹(NLD)을 포함한 야당의 정치활동을 막고 있다. 이에 NLD를 주축으로 한 민족통합정부(NUG)는 시민들에게 총선 보이콧을 선언했다.
우리는 미얀마 군부 독재 종식, 국제사회와 국내 시민의 관심과 지지를 요청하며 다음 사항을 강력히 요구한다.
1. 미얀마군부는 군사쿠데타와 자국민 학살 및 탄압을 중단하고, 모든 정치범을 석방하라! 2. 미얀마 군부는 군부 장기집권을 위한 부당한 선거계획을 철회하라! 3. 반인도적 범죄집단 미얀마군부와 협력하는 기업은 각성하고 관계를 단절하라! 4. 한국 정부는 미얀마민족통합정부를 공식정부로 인정하고 미얀마 민주주의 회복을 위한 정부차원의 능동적이고 원칙 있는 대응을 시행하라! 5. 한국 정부는 미얀마 민주화 세력을 감시·위협하고 있는 ‘미얀마 무관부’의 실태를 파악하여 폐쇄 등 응당의 조치를 시행하라! 6. 유엔(UN)과 아세안(ASEAN 동남아시아국가연합)등 국제사회는 미얀마군부의 미얀마 사태 해결을 위한 권고 합의사항 이행 거부에 대한 응분의 조치를 즉각 시행하라!
끝나지 않은 미얀마 민주항쟁, 광주가 응원한다! 광주가 함께한다! 5·18기념재단은 군부에 맞선 미얀마인들을 응원하고 지속적인 연대활동을 이어갈 계획이다.

Waiting for the Spring Revolution The third year after the military coup in Myanmar, we demand the end of the military dictatorship and the release the imprisoned pro-democracy figures immediately!
It has been 3 years since the military coup in Myanmar, which occurred February 1, 2021. But after the declaration of a state of emergency, the Myanmar military’s bloody and harsh suppression against ordinary citizens and anti-military resistance continues. The Myanmar military ignores international law, does not stop indiscriminate shelling, airstrikes, executions, and torture of civilians, and does not hesitate to burn entire villages.
Since February 2021, at least 2,940 people have been killed and 17,572 people have been arrested as a result of military and police violence (source: AAPP, 2023.1.31. https://aappb.org/). 1.2 million Myanmar citizens have lost their homes, and at least 70,000 people have emigrated to other countries. The death penalty was also carried out for dissidents. Also, despite the international community’s recommendation, the Myanmar military’s extensive abuse of power and atrocities didn’t stop. Nevertheless, the people of Myanmar are continuing their struggle centered on the National Unity Government of Myanmar.
Even in Korea, the Korean Civil Society Group Supporting Myanmar’s Democracy, the Korean mission to the National Unity Government of Myanmar, and the Myanmar Democracy Network are protesting against the Myanmar military, as well. Every month, Gwangju continues to support and stand in solidarity with citizens of Myanmar and Korea, which is called the Myanmar-Gwangju Solidarity.
The state of emergency that the military declared and extended two years ago ended January 31. However, the military created a long-term ruling structure and announced a new election law on January 27. Political activities of opposition parties, including the National League for Democracy, have been banned. Also, candidates and political parties labeled as so-called terrorist groups are not eligible for candidacy. This harsh standard is 10 times stronger than during the 2020 general election. In response, the National Unity Government of Myanmar, led by the National League for Democracy, declared to citizens a boycott of the general election.
We ask for the end of Myanmar’s military dictatorship as well as interest and support from the international community and domestic citizens, and we strongly demand the following:
1. The Myanmar military must end the coups, massacres, and oppression of its people and release all political prisoners! 2. The Myanmar military must withdraw the unfair election for long-term military rule! 3. Companies that have ties with the Myanmar military, an anti-humanitarian criminal group, should reconsider and end their cooperation! 4. The Korean government should recognize the legitimacy of National Unity Government of Myanmar as the official government of Myanmar and implement an active and principled response at the government level to restore Myanmar’s democracy! 5. The Korean government should grasp the actual situation of the Embassy of the Republic of the Union of Myanmar office of the Military, Naval, and Air attaché, which is monitoring and threatening pro-democracy forces for Myanmar, and take appropriate measures, such as closing it! 6. The international community, including the United Nations and Association of Southeast Asian Nations, should immediately take appropriate measures against the Myanmar military’s refusal to implement the recommended agreement to resolve the situation in Myanmar!

နွေဦးတော်လှန်ရေးကို စောင့်မျှော်ရင်း မြန်မာနိုင်ငံတွင် အာဏာသိမ်း ၂နှစ်ကျော် ၃နှစ်အတွင်းသို့၊ စစ်တပ် အာဏာရှင်စနစ် အဆုံးသတ်ရေး၊ ဖမ်းဆီးထားသော နိုင်ငံရေး အကျဥ်းသားများကို ချက်ချင်း လွှတ်ပေးရန်
လွန်ခဲ့သော ၂၀၂၁ခုနှစ် ဖေဖော်ဝါရီလ ၁ရက်နေ့တွင် စတင်ခဲ့သော အာဏာသိမ်းမှုသည် ၂နှစ်ကျော် ၃နှစ် အတွင်းသို့ ရောက်ရှိလာပြီ ဖြစ်သော်လည်း တိုင်းပြည်အရေးပေါ် အခြေအနေ ကြေညာပြီးနောက် မြန်မာစစ်တပ်သည် သာမန်ပြည်သူများနှင့် စစ်တပ်ကို ဆန့်ကျင်သူများကို ဖိနှိပ်ချုပ်ချယ် သတ်ဖြတ်မှုများ ဆက်တိုက်လုပ်ဆောင်နေသည်။ မြန်မာစစ်တပ်သည် နိုင်ငံတကာ ဥပဒေများကို လျစ်လျူရှုပြီး တိုင်းသူပြည်သားများကို ပစ်မှတ်ထား၍ မည်သူမည်ဝါမခွဲခြားဘဲ အကြမ်းဖက်ခြင်း၊ လေကြောင်းဖြင့် ပစ်ခတ်တိုက်ခိုက်ခြင်း၊ သေဒဏ်ပေးကွပ်မျက်ခြင်း၊ ညှဥ်းပန်းနှိပ်စက်ခြင်းများကို ရပ်တန့်ခြင်းမရှိ လုပ်ဆောင်နေသည့်အပြင် ရွာများကို မီးရှို့သော လုပ်ရပ်များကိုလည်း တွန့်ဆုတ်ခြင်းမရှိ လုပ်ဆောင်နေဆဲဖြစ်သည်။
၂၀၂၁ခုနှစ် ဖေဖော်ဝါရီလမှစ၍ ယခုအချိန်အထိ စစ်တပ်နှင့် ရဲများ၏ လက်ချက်ကြောင့် သေဆုံးသူပြည်သူ အနည်းဆုံး ၂,၉၄၀ဦး ရှိပြီး ဖမ်းဆီးခံရသူမှာ ၁၇,၅၇၂ဦးထိ ရှိလာပြီဖြစ်သည်၊၊ (AAPP, 2023.1.31. https://aappb.org/) ၁.၂ သန်းသော ပြည်သူများလည်း အိုးမဲ့အိမ်မဲ့ဖြစ်ရပြီး အနည်းဆုံး ၇သောင်းကျော်သော ပြည်သူများသည် တခြားဒေသများတွင် ရွှေ့ပြောင်းနေထိုင်ခဲ့ကြရသည်။ စစ်တပ်ကို ဆန့်ကျင် ဆန္ဒပြခဲ့သူများအား သေဒဏ်ချမှတ်မှုများလည်း ရှိခဲ့သည်။ ထို့အပြင် နိုင်ငံတကာ အသိုင်းအဝိုင်း၏ အကြံပြုတောင်းဆိုချက်များရှိသော်လည်း မြန်မာစစ်တပ်သည် အာဏာကို အလွဲသုံးစား လုပ်မှုနှင့် ရက်စက် ကြမ်းကြုတ်မှုများကို ရပ်တန့်ခြင်းမရှိပေ။ သို့သော်လည်း မြန်မာပြည်သူများသည် အမျိုးသားညီညွတ်ရေး အစိုးရ (NUG) ကို အားပြု၍ ဆက်လက်ခုခံနေကြဆဲဖြစ်သည်။
ပြည်တွင်း(တောင်ကိုရီးယားနိုင်ငံ)တွင်လည်း မြန်မာနိုင်ငံ၏ ဒီမိုကရေစီကို အားပေးထောက်ပံ့နေကြသော ကိုရီးယားအရပ်ဘက်အဖွဲ့အစည်းများတွေ့ဆုံပွဲ၊ တောင်ကိုရီးယား အခြေစိုက် မြန်မာနိုင်ငံ အမျိုးသားညီညွတ်ရေး အစိုးရ ကိုယ်စားလှယ်၊ မြန်မာနိုင်ငံ ဒီမိုကရေစီ ကွန်ယက် စသည့် အဖွဲ့အစည်းများကလည်း မြန်မာစစ်တပ်ကို ဆန့်ကျင်ကန့်ကွက်သော ဆန္ဒပြပွဲများ ဆက်လက်လုပ်ဆောင်နေကြသည်။ ဂွမ်ဂျူမြို့တွင် လစဥ် မြန်မာလူမျိုးများနှင့်အတူ မြန်မာ ဂွမ်ဂျူထောက်ပံ့ရေး၊ မြန်မာနိုင်ငံ ဒီမိုကရေစီလှုပ်ရှားမှုအတွက် ပြည်သူများကို အဓိကထား၍ ထောက်ပံ့ခြင်းနှင့် စည်းလုံးညီညွတ်ရေးလှုပ်ရှားမှုများကို ဆက်လက်လုပ်ဆောင်နေသည်။
လွန်ခဲ့သော ၂နှစ်ကစ၍ စစ်တပ်မှ တိုးချဲ့ကြေညာခဲ့သော တိုင်းပြည် အရေးပေါ်အခြေအနေသည် ဇန်နဝါရီလ ၃၁ရက်နေ့တွင် အဆုံးသတ်သွားပြီဖြစ်သည်။ သို့သော် စစ်တပ်သည် အာဏာဖြင့် ရေရှည် အုပ်ချုပ်မှုပုံစံကို ဖန်တီး၍ ရွေးကောက်ပွဲဆိုင်ရာ ဥပဒေသစ်ကို ဇန်နဝါရီလ ၂၇ရက်နေ့တွင် ထုတ်ပြန်ကြေညာခဲ့သည်။ အကြမ်းဖက်အဖွဲ့အစည်းအဖြစ် သတ်မှတ်ခံရသောပါတီနှင့် ကိုယ်စားလှယ်လောင်းများကို ဝင်ရောက်ယှဥ်ပြိုင်ခွင့် ပိတ်ပင်လိုက်ပြီး ၂၀၂၀ခုနှစ် အထွေထွေရွေးကောက်ပွဲထက် ၁၀ဆလောက် ပိုမိုပြင်းထန်သော စည်းကမ်းချက်များဖြင့် အမျိုးသား ဒီမိုကရေစီ အဖွဲ့ချုပ် (NLD) အပါအဝင် အတိုက်အခံပါတီများ၏ နိုင်ငံရေးလှုပ်ရှားမှုများကို ပြင်းထန်စွာ တားဆီး ပိတ်ပင်ထားသည်။ ထို့ကြောင့် အမျိုးသား ဒီမိုကရေစီ အဖွဲ့ချုပ် (NLD) ဦးဆောင်သော အမျိုးသားညီညွတ်ရေး အစိုးရ (NUG)က အထွေထွေရွေးကောက်ပွဲကို သပိတ်မှောက် (ဘွိုင်ကော့) ကြောင်း ပြည်သူများထံ ကြေညာခဲ့သည်။
ကျွန်ုပ်တို့သည် မြန်မာနိုင်ငံ စစ်အာဏာရှင် စနစ် အဆုံးသတ်ရေး၊ နိုင်ငံတကာ အသိုင်းအဝိုင်းနှင့် ပြည်တွင်းတွင်လည်း မြန်မာ့အရေးကို စိတ်ဝင်စားမှုနှင့် အားပေးထောက်ပံ့မှုကို တောင်းဆိုရင်း အောက်ပါအချက်များကို ပြင်းပြင်းထန်ထန် တောင်းဆိုလိုက်သည်။
၁။ မြန်မာစစ်တပ်သည် အာဏာသိမ်းမှုနှင့် ပြည်သူများကို အစုလိုက်အပြုံလိုက် သတ်ဖြတ်ခြင်းကို ရပ်တန့်ရန်နှင့် နိုင်ငံရေး အကျဥ်းသားများအားလုံးကို လွှတ်ပေးရန်။
၂။ မြန်မာစစ်တပ်သည် စစ်တပ် ရေရှည်အုပ်ချုပ်ရေးအတွက် တရားမျှတမှုမရှိသော ရွေးကောက်ပွဲအစီအစဥ် ပြုလုပ်နေခြင်းကို ပယ်ဖျက်ရန်။
၃။ လူမဆန်သည့် အကြမ်းဖက်အုပ်စုဖြစ်သော မြန်မာစစ်တပ်နှင့် ပူးပေါင်း လုပ်ကိုင်ဆောင်ရွက်နေသော ကုမ္ပဏီများလည်း ပြန်လည် သုံးသပ်ပြီး စစ်အုပ်စုနှင့် ဆက်ဆံရေးကို ဖြတ်တောက်ရန်။
၄။ တောင်ကိုရီးယားအစိုးရသည် မြန်မာနိုင်ငံ အမျိုးသားညီညွတ်ရေး အစိုးရကို တရားဝင် အစိုးရအဖြစ် သတ်မှတ်ပေးပြီး မြန်မာနိုင်ငံ၏ ဒီမိုကရေစီပြန်လည်ထူထောင်ရေးအတွက် တက်ကြွ၍ စည်းမျဥ်းစည်းကမ်းကျသော တုန့်ပြန်မှုကိုမှုကို အစိုးရ အဆင့်ဖြင့် ထုတ်ပြန်ပေးရန်။
၅။ တောင်ကိုရီးယားအစိုးရသည် မြန်မာနိုင်ငံ ဒီမိုကရေစီလှုပ်ရှားမှုကို စောင့်ကြည့်၍ ခြိမ်းခြောက်နေသော ‘မြန်မာနိုင်ငံ နိုင်ငံခြားရေး ဝန်ကြီးဌာန’ ၏ သရုပ်မှန်ကို သိမြင်သုံးသပ်ပြီး ဖျက်သိမ်းခြင်းစသည့် သင့်လျော်သော တုန့်ပြန်မှုများကို အကောင်အထည်ဖော် ဆောင်ရွက်ပေးရန်။ ၆။ ကုလသမ္မဂ္ဂ (UN) နှင့် အာဆီယံ (ASEAN အရှေ့တောင်အာရှနိုင်ငံများအသင်း) စသည့် နိုင်ငံတကာ အသိုင်းအဝိုင်းက မြန်မာစစ်တပ်အား မြန်မာနိုင်ငံ၏ အခြေအနေကို ဖြေရှင်းရန် အကြံပြု တောင်းဆိုချက်များကို လုပ်ဆောင်ရန် ငြင်းဆိုသည့်အတွက် သင့်လျော်သော တုန့်ပြန်မှုများကို ချက်ချင်း အကောင်အထည်ဖော် ဆောင်ရွက်ပေးရန်။
အဆုံးသတ်သွားမည်မဟုတ်သည့် မြန်မာနိုင်ငံ၏ ဒီမိုကရေစီ လှုပ်ရှားမှုကို ဂွမ်ဂျူက ကူညီထောက်ပံ့ပေးမည်။ ဂွမ်ဂျူလည်းတူတူ လုပ်ဆောင်မည်။ မေ ၁၈ ဖောင်ဒေးရှင်းသည် စစ်တပ်ကို ရင်ဆိုင်တိုက်ခိုက်နေသော မြန်မာပြည်သူများကို အားပေးထောက်ပံ့ပေးပြီး ထောက်ပံ့ရေး အစီအစဥ်များကို အဆက်အပြတ် လုပ်ဆောင်သွားမည်ဖြစ်သည်။
